Every autumn, hotels and shopping complexes across Urayasu and Maihama launch seasonal programs timed to Tokyo Disney Resort's "Disney Halloween." This guide covers how to enjoy Halloween 2026 in Urayasu and Maihama, organized around four kinds of visitor: people who want to wear costumes, people looking for a hotel, people chasing seasonal sweets, and people who are not going into the parks at all.
The section we put the most work into is where costumed visitors can actually change. There is no changing space inside the parks, and Disney explicitly asks guests not to change in restrooms, so planning ahead is essential. We compare the three options in the area by price, eligibility and how to book.

Disney Halloween 2026: the basics
Tokyo Disney Resort's official site states that the special event "Disney Halloween" runs at Tokyo Disneyland and Tokyo DisneySea from September 16 (Wed) to October 31 (Sat), 2026. Special merchandise and menu items go on sale progressively from September 15 (Tue).
At Tokyo Disneyland, the parade "The Villains' Halloween: Into the Frenzy" featuring Disney Villains is performed once a day. At Tokyo DisneySea, alongside a harbor greeting and Duffy and Friends' "Autumn Surprise!", Lost River Delta hosts "Lazos de la Familia," themed on the film Coco, through November 2 (Mon).

Full costumes are allowed in two separate windows
This is the point visitors most often get wrong. You cannot wear a full costume throughout the event period.

During that two-week gap, every changing facility in the area is closed as well. If you are planning to wear a costume, start by checking that your dates fall inside one of the two windows.
If you are wearing a costume: rules and where to change
There is no changing space in the parks
Tokyo Disney Resort's official site puts it plainly.
There are no changing spaces at Tokyo Disneyland or Tokyo DisneySea. Please change and apply make-up at home or at your hotel before you arrive.
Please refrain from changing or applying make-up in public facilities, restrooms or multipurpose restrooms inside or outside the parks, or in lockers.
In other words, "just change somewhere when I get there" is explicitly ruled out. That leaves three approaches: travel from home already in costume, change at your hotel, or reserve a dedicated changing facility. The table below covers that third option.

Ikspiari Cinema Area 1F "Garden Site" (official)
This is the only changing space Tokyo Disney Resort officially provides. It is paid, requires a reserved date and time, and cannot be booked or extended on the day.
- Baggage storage: Users of the changing space can also pay separately for baggage storage. Final pick-up is 22:00
- Booths: 30 for women, plus 2 all-gender / accessible booths. Men use the all-gender / accessible booths
- Occupancy: One person per booth. Junior high school students and older need their own booth. Each adult aged 18 or over may accompany up to two children of elementary school age or younger
- Actual changing time: Slots are in 30-minute increments, but because reception, cleaning and turnover are included, the official guidance is about 25 minutes
- Reservations open: For October 16-31 slots, from 12:00 on September 1 (Tue). September slots opened on August 17
- Cancellation: Until 23:59 seven days before use. After that, no cancellation and the full amount is charged. Reservations cannot be modified
- A MyDisney account (available to those aged 13 and over) and advance payment by credit card are required
- Cameras may not be used inside the changing space, and the parking service at Ikspiari does not apply
Note that access to the Ikspiari building itself starts at different times: 7:00 in September and 7:45 in October. Factor that in if you book an early slot.
SPA & HOTEL Maihama Eurasia "Halloween Costume-Change Plan 2026"
A dedicated changing plan open to non-guests. The venue is the banquet room "Ostro" on the first floor of the new wing, and the plan includes one spa entry and luggage storage on top of the changing space.
- Price: 4,000 yen on weekdays, 5,300 yen on weekends and holidays (tax included). September 21, 22 and 23 are charged at the weekend rate
- Re-entry: You can come back and change as many times as you like, which is useful if you want a different look for day and night
- Eligibility: One flat rate for ages 4 and over. Children aged 3 and under cannot use the facility
- Baggage storage: Two items per person are included. To leave three or more, add the extra-baggage option (500 yen) when you book
- Hotel guest discount: Guests of SPA & HOTEL Maihama Eurasia or HOTEL Eurasia Maihama ANNEX apply at the main building 3F front desk when checking out and get 1,500 yen off — 2,500 yen on weekdays, 3,800 yen on weekends and holidays
- Booking: Through the ticketing site Gettii only. Reservations opened on August 3, 2026

Comfort Suites Tokyo Bay (hotel guests, women only, free)
Comfort Suites Tokyo Bay in Akemi, Urayasu offers a free women-only changing room for hotel guests. It is open from 5:00 to 22:00, and notably it is free both before check-in and after check-out. The hotel also notes that with its free shuttle bus you can return and switch outfits between morning and afternoon.
The hotel additionally sells a limited-availability room plan with check-in from 7:00 a.m. and check-out at noon the following day (room only), designed for guests who want to get ready at the hotel before heading to the parks. The booking site only lets you select an estimated check-in time from 10:00 onwards, but the hotel states that arrival from 7:00 is in fact available.

Costume rules worth knowing before you go
These are the points from the official rules that are most worth checking in advance.
- Eligible characters: Characters appearing in the parks or Disney hotels, performers from shows, and characters from Disney-distributed or Disney-streamed works on the official "eligible titles" list. The list explicitly names Spider-Man as not eligible
- Age: Guests of junior high school age and older may wear full costumes only during the designated full-costume periods
- Face: Masks, false noses and rubber masks are not allowed, nor is make-up depicting blood or scars, whether drawn or applied as stickers. Accent make-up around the eyes or on the cheeks is fine
- Props: Sticks and long staffs must be no taller than the wearer's waist. Bringing them in disassembled and putting them together inside the park is also prohibited
- Items: Even as toys or replicas, firearms, blade-shaped weapons and armor are generally not permitted (toys purchased inside the parks are fine). Noise-making items, sports equipment and musical instruments are also not allowed
- Length and width: Costumes or accessories that drag on the ground, or that are too wide to pass through the entrance, are not permitted
- These rules apply during photography too. Officially, a mask may be used for photos if it is simply held up in your hand
Entry may take extra time while your costume is checked, and cast members may deny entry or ask you to leave. Tokyo Disney Resort states that whether something falls under the prohibited items is judged directly on site by cast members, and it does not answer individual enquiries in advance. If you are unsure about a costume, the safer choice is to avoid it.
What to wear on October 1-15
For the two weeks when full costumes are not allowed, the official wording draws this line.
- ✅ Allowed: An outfit that incorporates the colors or atmosphere of a particular character (what fans call Disneybound)
- ❌ Not allowed: Using dresses, wigs or garments sold or made as costumes to reproduce or portray a specific character
There is no official "a T-shirt is fine" threshold. The distinction is whether you are recreating a character with costume garments and wigs, or working the colors and mood into clothing you could wear on an ordinary day.
Staying in the Halloween mood
Tokyo Bay Maihama Hotel First Resort
From September 15 (Tue) to October 31 (Sat), the hotel sells the "Halloween Spooky Night Stay," which puts you in a Halloween-decorated room. Rooms modeled on a "castle salon" are dressed to a "spooky fantasy" theme, and each comes with a witch's cape and hat you can use for photos.
Rates start at 16,700 yen per person for two sharing a room, 13,700 yen for three, and 11,525 yen for four, including breakfast and the right to purchase park tickets. See our Tokyo Bay Maihama Hotel First Resort guide for more.
Maihama View Hotel by HULIC
From September 1 (Tue) to October 31 (Sat), the whole hotel runs "Maihama Halloween Stories," making it one of the most program-heavy hotels in the area.
- Harvest Halloween Room (Sep 4 - Oct 31): A guest room decorated with scarecrows and pumpkins, blending an autumn harvest festival with Halloween. For 2-4 people per room
- Trick or Treat! (Sep 4 - Oct 31): Children staying at the hotel find staff wearing pumpkin or ghost badges in the first-floor lobby and say the magic words to receive sweets. Free
- Halloween Hollow Wall (Sep 1 - Oct 31): A large photo spot in the first-floor lobby

Comfort Suites Tokyo Bay
As described above, the free women-only changing room and the 7 a.m. check-in, noon-next-day check-out plan make this a practical base for anyone heading to the parks in costume. See the changing options comparison.
1955 Tokyo Bay by Hoshino Resorts (Shin-Urayasu)
At 1955 Tokyo Bay in Hinode, Urayasu, the guests-only event "OLDIES HALLOWEEN NIGHT" runs from September 16 (Wed) to October 31 (Sat). No reservation is needed and there is no age restriction. Visit the house in the "2nd Room" lounge and say "Trick or Treat!" to receive a popcorn ball, and try seasonal desserts such as a pumpkin pie sundae.

The five Official Hotels and their shared pouch plan
Tokyo Disney Resort Official Hotels run "Disney Halloween" tie-in stay plans from September 16 (Wed) to October 31 (Sat). The five participating hotels in 2026 are as follows.

The perk is a Halloween-exclusive "pouch with a handle" (approx. 15 cm high by 20 cm wide). Many plans include the right to purchase a One-Day Passport for Tokyo Disneyland or Tokyo DisneySea, though plans without that right, where you arrange tickets yourself, are also sold. The ticket itself is not included in the room rate, so check the plan details when booking.
Note that Hilton Tokyo Bay is not part of this five-hotel program, though it runs its own dessert buffet.
Halloween sweets and dining
Hilton Tokyo Bay "Gothic Palace"
From September 5 (Sat) to November 3 (Mon, holiday), on weekends and public holidays only, Lounge O hosts a Halloween dessert buffet with roughly 20 sweets and 15 savory items over a two-hour seating. Prices are 5,000 yen for adults, 2,700 yen for ages 9-12 and 1,900 yen for ages 4-8, across four seatings starting at 12:00, 12:30, 14:30 and 15:00. See our Gothic Palace article.

The buffet comes with a nice touch: arrive in costume and tell staff your theme at check-in and you personally get 10% off (5,400 yen for adults, 2,700 yen for children after the discount). It makes a good finale to a costume day.
The hotel also sells a pumpkin mousse with caramel apple, an Opera framboise and a Halloween brulee at 750 yen each, plus a Halloween chocolate bagel at 350 yen (September 1 - October 31).
Hotel Okura Tokyo Bay
Separately from its stay plan, the hotel runs two Halloween restaurant programs.
- Seasonal Select Lunch - Harvest Halloween (October 1-31): At the restaurant Fontana, 12:00-14:00, 90 minutes, from 3,200 yen (weekdays only). Built around autumn produce such as chestnut pumpkin and purple sweet potato
- Grand Sweets Buffet - Halloween's Sweet Temptation (October 26 (Mon) - 31 (Sat), six days): At Cafe Restaurant Terrace, 14:00-15:30. 6,500 yen for adults, 5,900 yen for One Harmony members, 3,000 yen for ages 4-12 (2,500 yen for members). Tax and service charge included; advance reservation is recommended. Urayasu Brighton Hotel Tokyo Bay (Shin-Urayasu)
At "Sweets Corner Lanes" on the first floor of this hotel, directly connected to Shin-Urayasu Station, a "Halloween Assort" cake (4,800 yen) is on sale through October 31, combining berry mousse and gateau opera. Seasonal autumn sweets such as a Shine Muscat tart and a Japanese chestnut Mont Blanc are available over the same period.
The three Disney Hotels
Disney Ambassador Hotel, Tokyo DisneySea Hotel MiraCosta and Tokyo Disneyland Hotel serve Halloween special menus from September 15 to October 31. Offerings differ by hotel: the Chef Mickey lunch buffet (7,200 yen adults on weekdays, 7,500 yen on weekends and holidays), the Oceano buffet (7,500 / 8,000 yen) and the Sherwood Garden Restaurant buffet (6,800 / 7,300 yen), among others. What you can enjoy outside the parks
Disney revival screenings at Cinema Ikspiari
Cinema Ikspiari is screening three classic Disney titles in rotation from September 18 to November 26. The natural Halloween pick is Tim Burton's The Nightmare Before Christmas in Disney Digital 3D with Japanese dubbing (October 9 - November 5). Coco and, new this year, the animated The Little Mermaid also screen.
Tickets for Coco and The Little Mermaid are 1,400 yen for adults and university students, 1,300 yen for seniors and 1,000 yen for high school students down to preschoolers. The Nightmare Before Christmas is in 3D, so 200 yen is added to each price when 3D glasses are included. No park ticket is required.
Resort Line limited-design free pass
From September 15 (Tue) to October 31 (Sat), the Disney Resort Line sells a "Disney Halloween" design free pass at ticket machines in every station, while stocks last. Two designs are available.
The price is the same as the standard one-day free pass, 700 yen for adults and 350 yen for children, with no premium for the seasonal design. Four Halloween souvenir medals are also on offer. On a day spent moving between the hotels and the parks from Maihama Station, the pass doubles as a keepsake.
Frequently asked questions
Where can I change into my costume before going to the parks?
There is no changing space inside the parks, and Disney asks guests not to change or apply make-up in restrooms or lockers inside or outside the parks. The options are the official paid changing space at Ikspiari Cinema Area 1F Garden Site (1,100-1,300 yen per 30-minute slot, advance reservation required), the costume-change plan at SPA & HOTEL Maihama Eurasia (4,000 yen weekdays / 5,300 yen weekends and holidays, reservation only), and for hotel guests, the free women-only changing room at Comfort Suites Tokyo Bay. Can I wear a full costume at any time during the Halloween season?
